Yes, there will be customs duties charged and if he doesn't pay them they may bill them back to the shipper if you use FDX, DHL, UPS. Shipping to Canada is a PITA, I'd make sure you use the USPS (they don't collect duties generally) or find a US buyer.
Take lots of pics and video of amp working fine before shipping then get adequate insurance for it.
Just ask Sarah Palin to drop it off on her way back to Alaska...
DO NOT USE UPS. You'll pay through the (rear) for their brokerage fees.
Is it a legitimate offer and not just another scammer? As for the USPS suggestion that they don't collect duties, you might want to read this first.

Use USPS, insure it and you are good to go. I have never had a problem and have shipped numerous items.
