I have a set of Kazera SM rims. Most are out of round. Is there a place that would straighten these rims for a lot less than $100? Or is that pretty standard? The rims can be bought new for around $100. Does anyone have other ideas?

Buy new ones. If you happen to new tires, buy them from the tire rack or good-win-racing. They mount and ballance them for free if you buy the rims and tires together.
good excuse to buy 6ULs.
In that case, get a hammer, a bag of lead shot and a propane torch.
Take the tire off of the rim. You will need to put the lead shot in a bag that will not burn real easy or melt with heat. Place the lead shot under the rim bead and flange to back up the hammer swings. Heat the rim in the general area about 6" around where the bend is and try to massage it back into place by tapping on it.
Worst case scenario is the rim cracks, and you buy a new rim. As long as there are no sharp scratches or chips on the edge of the rim, this probably won't happen.
The lead shot will make the impact of the hammer on the rim have a greater effect.
or just run '99 wheels. If you really need wheels, I have some 14's you can borrow.
