15x8 is not a tire size. You'll need to find how wide of a tire you want to run on an 8 inch wheel. I would think 225 and 235 would be pretty common responses. I run 225s on my 16x8 FD RX-7 wheels, but that's just for daily driving. I'm sure some on the NA guys will chime in and give you some helpful advice.

Is it better to have a 16 than 15 rim? Performance wise? Or does it not matter?
I have an NC, my autocross wheels are 17x9. I think most of the NA guys stick with a 15 inch wheel diameter, and at 8 inches wide that's plenty of traction for a naturally aspirated NA.
Toyo what? That's like saying you want "meat." Beef? Pork? Fish? Venison? Bear? Poultry? Snake?
To answer your 15 vs 16" question: I have 16x7.5s on my 90. I had 4 different tires TOTAL to choose from in a decent size - 215/40/16 or preferably 225/40/16. Toyo stopped making 225/40/16s last I saw, and I haven't seen any other brand that makes that size in quite some time, so I'm stuck with either the Toyo T1R in 215/40, the BFG KDW2 (or whatever) in 215/40, or a Kuhmo r-comp in 215/40. I was going to have 16x8 CCWs made and get the T1R 245/35/16 for them, but if Toyo stops making that size I am screwed.
Performance-wise, 15s are generally lighter than 16s. To get a good lightweight 16" wheel, you need to pay for them. I paid wholesale for my SSR Comps back in the day, and they were still more than most 15x9s. From just a tire selection standpoint, it's a no-brainer that a 15" setup is the way to go for performance.
Sooo...if you're looking for just a street wheel, I think 16s look much better than 15s. But once I can finally get back into tracking, I will be picking up another set of 15" wheels for track tires.
A good, cheap, popular size for an NA is a 205/50-15. Some of the wider 205 tires will fit fine on an 8" wide wheel, but IIRC, the Toyo T1R fit better on a 7" wheel. I'm running a 225/45-15 on a 15x8 wheel, which looks and fits great. Unfortunately, that size in a daily-driver performance tire seemed to dry up overnight. Looks like the closest thing Toyo has is a 215/45-15. Hankook has the RS3 in a 225/45, but they're soft and sticky and more suited to track days - although some of the guys here are running them on their daily drivers.
Looks are always a matter of opinion, so you'll have to decide for yourself between 15" or 16" wheels. I prefer a nice 15" with the right width and offset. 16-inchers look too big and heavy, and 17-inchers look flat-out ridiculous on an NA. Also, if you pick a wheel that's too heavy, you'll feel it in the ride and the performance - Miatas are pretty sensitive in that regard.
