When I saw the black widow in my backyard, I called our pest people. I told them there was also a spider that look almost exactly like yours there, and was told it was just a wolf spider. But it was long squashed before the guy got here to spray, so I never got to show him. He said there's a ton of different wolf spiders though.
Most likely a Yellow Garden spider.
Wolf spiders don't make webs.
I was thinking Orb Weaver.

Definitely an orb weaver. The giveaway is the giant orb that the spider is perched on (that is what scientists call those big pretty webs). If your want to be precise, Google "orb weaver identification" or go buy a field guide. For the record, Orb Weaver is only going to narrow your search down to the taxonomic level of family (Araneidae). Spiders on large beautiful webs are orb weavers. If you want to know the genus and species you might have to get into the nitty-gritty, like looking at eye patterns, number of eyes (some have 6, most have 8 ), spinneret configuration, leg orientation, leg-hair patterns, and also the really detailed stuff. Only a few can be identified by their color and web.
