Mysterious Craftsman tool

Went to an estate sale today and picked up a strange Craftsman tool for $1.00. Obviously a wrench of some kind. It has a pivoting head on one end and a sliding leverage bar on the other. Anyone know if it has a specific use?

I love finding these cool old tools. I also found this killer multi-blade hole saw a while back for a couple of bucks. You remove all the blades but the size you need. It's not Craftsman, no name on it but made in the USA and a pretty cool design.
