When I drive my 99 NB at higher rpm's I get an awful smell which I am guessing that is the cat. I have had a cat inefficiency code 1 time in the past but only once. So, I've heard about people changing the cat for a down pipe. How do you get the car to pass state inspection with no cat?
The smell will worsen with no cat. The problem is with your engine, not the cat. As it is a 99, I'm going to say that the coil packs are the place to start, along with plugs/wires. If your cat isn't already ruined, it will be soon if you don't fix the fuel/ignition issue. The good news is that hi flow cats are pretty affordable.
Those of us who live out a ways aren't subject to emissions inspections, only safety inspections.
No way you'll pass with a test pipe if you're in the metroplex. +1 on fixing your ignition. It's a known issue for that year.
