I'm taking my roommates Dodge into the stealership to replace a busted heater core... under Texas law, don't I have a right to get the parts back? What if the job was under warranty? the dealer is saying they have to return it to Chrysler.

I don't know the law, but I would expect to get the parts back if I am paying. If it is warranty, I would not expect that they would have to give them back. I think the law is for keeping car shops from replacing parts that are not broken and charging people for them. (really doesn't keep them from giving you somebody else's bad parts)
What is your motivation for getting the used part back?
5 months of life on the last heater core... I wanna make sure they didn't just put a piece of bubble gum on it.
I'd be more concerned about whether a coolant flush was done and demineralized water instead of tap/hose water or use premixed coolant. I'd likely flush and refill myself to be certain. I'd also like to see (not have) the part to see if there is something making contact or wearing it from the outside. If you ask the SA in those terms (just wanting to see where/why it failed) you may have a better result than demanding legal rights. ...more flies with honey... Not referring to them and as Crapler might help too... $0.02
If it was a warranty repair, they are going to need to send it back to the manufacturer. That way they can confirm the root cause, track trends, modify designs, issue technical service bulletins, and recall if needed.
The law says the dealer owns the parts. The factory says if the dealer cannot save and show the dealer the defective parts we will not pay you for the warrenty work. So the answer is no.

well, the part was replaced.... we'll see how long it lasts.
There is no reason why you can't be shown the parts.
Otoh if there were no identifying marks, how do you know if they came off your truck?
