In Texas it is a royal PITA to title and register a vehicle that does not have a title. The biggest issue is it has to be inspected by law enforcement to verify that it was not stolen. For Carrollton there is only one place that does this. That is the Dallas County Sheriff's Stolen Vehicle Task force. They only do the inspections one weekend a month and you have to take the vehicle to them. When I built my trailer I had to go through this to get a VIN so I could title it.
In Ft. Worth you may have better luck.
Would it be easier to apply for a lost title?
Lost title is easy if you can track down the person who currently is listed as the owner (with the state) and they are willing to sign the request. I've found that people who did sell the car and the new owner never retitled it typically don't mind, as they considered it gone anyway. People who have some kind of dispute; however, or who are simply unscrupulous can make this worse than impossible. They can even ask for the car back and you have little/no recourse if they do, so keep that in mind.
A bonded title is the other option, but it is costly and takes a very long time. Unless you've been able to research the title and feel somewhat confident about them, or the seller has some good documentation, I avoid them. Unless you plan to build a track car and not street it.
Does the car also have a screwdriver in the ignition for the key?
