So looked at the NTTA Website today and saw the following:

Ask for the photo... Annoying thing is, they don't do disputes electronically anymore... You have to sit through phone jail.
A couple of years ago, someone from Arkansas with the same tag number as a car I'd sold 8 years ago kept driving on the GBT. I'd get notices in the mail.
I had to call them each time, they'd look at the picture and decide:
1. The tag said Arkansas
2. The black minivan was not a gray civic
They removed it from my account.
