Jiggerachi, since you didn't know about the failure to change address law you should also know that it is illegal to change lanes 100 ft from an intersection.
I just paid for that piece of information last July 4th. ($275.00)
Get your license changed and go to court they will dismiss the ticket.;)
Every time I have got a warning for not changing address when I moved, I moved a lot like you in the past, however you can go to any DMV and get it changed....there are a lot of them that are not as busy as the one that might be in your area...or do it online like suggested.

Like others have said, get it taken care of now. It will probably be dropped. I got a ticket a few years back. I didnt have my liscense on me, and it had expired. I renewed it within 10 days and took the papers to court. It was a $10 court fee. As for the inspection, I would guess it wouldnt pass, but if you can get that done too it might be dropped. My liscense was several months past renewal, and nothing was said about that. Just that I had renwed it shortly after the ticket. This was in Alrington, they also have a rep for being a little unreasonable.
