the Miata has never been available with Black Leather
I saw this on Craigslist. I didn't think they offered black leather in 99.
I know you guys know so tell me. It's very low mileage and pics showing black leather.

The '99 Miata was not available with Black Leather. As others have stated, later years of the NB were available with it. With that said, there are several aftermarket makers of black leather covers and it is not that uncommon for a dealer to add one of theses aftermarket kits to close a sale.
Are those 14" wheels?
That was a base model build if so... probably a seat swap at some point.
The car is horribly over priced anyway IMO.
Hard to tell from those pictures but is that a spoiler on the trunk lid? If so, it could be a '99 Sport.

This is a dealer add-on. I think I have seen this car before. For $10K, I think it is kind of high, consider this is ether a Touring or Base model and does not has the OEM limited diff. and 14" wheels!

Hold that thought.
That is not a '99 Sport. Those are 14" wheels, not 15” wheels. I spent 6 months looking at internet auto ads before I bought my ’99 Sport, and I got very good at spotting the difference between 14” and 15” OEM wheels. The spokes look thicker on the 14” wheels, and the difference is obvious if you look at the two side-by-side.

Two other clues that it isn’t a Sport – it does not have the front airdam, and it has factory power window switches. Now, it could be a Sport where someone added power windows, removed the front airdam, and traded the factory 15" wheels for 14s, but a more reasonable explanation is that it is a PEP with aftermarket leather seat covers and the optional dealer installed rear spoiler (Occam’s Razor and all that crap).
For the record, black factory leather was not available on any US-market Miata prior to the 2002 Special Edition cars (the ’99 10AE had black leather with blue “ultrasuede” center inserts). Starting in ’03, black leather was available from the factory on certain exterior colors.
