What I don't understand is why the state has to make a law that specifically forbids using a cellphone while driving a train. Has it been okay to text message while operating a commuter train before this accident? What about napping? Reading a book? Is it necessary to pass a specific law for every possible act of carelessness that might put the lives of passengers in danger?
Guess we don't have enough laws.
