Got a buddy who just got a miata and might be interested, I'll know by tomorrow.
I have an H4/9003 HID kit that will direct-fit into your 99-00 Miata, or any other vehicle that uses H4/9003 size hi/lo beams. This kit is plug-n-play, no cutting/splicing required, and includes brackets to mount the ballasts. Brand new, w/ box, etc. Kit includes 6000K HID low beams (super white, slight blue tinge, like an S2000), and halogen hi-beams on same bulb, so it works with your OEM set-up.
Test-installed them on my Yaris, but can't keep them because the projectors I ordered are a 2-bulb setup. They work perfect and look VERY sharp. My dumbness=your gain.
$60, and I'll even deliver/help install it at the next Miata GTG.

'99 Brilliant Black MX-5
Tien S-Techs, Torsen, Mazdaspeed Short Throw Shifter, Deleted cat, 01 exhaust manifold (cat delete), custom short ram, JR Plug Wires, Autopower Rollbar, 01+ bumper and smoked headlights with 6000K HID, tinted tails and corners, Enkei RSF-2 16x7 for daily and stock 14" for the track.
I'm pretty sure that H4 and 9003 are the same thing. I typo'd 9004 at first, but I've fixed that. The Silverstar's I put into my OEM yaris lights were labeled 9003.

Yes. I checked the Sylvania website, and these are a correct fit for the 05 MPV.
