    So is my '94 eligible to now be a "Clunker"??

    No. According to the FAQ and the link it provides the Miata gets a 21 MPG and it must get combined less than 18 MPG .

    The Toyota dealer down the street keeps sending me letters reminding me that my Jeep Cherokee is eligible. Not that I really care.

    I believe there is (or was?) a Texas program that makes all Pre-ODBII cars eligible, but there is an income cap that makes a large percentage of the population ineligible.

    Absolutely one of the many wrong-headed things to be doing in this economy. Really? I guess if we keep printing money, the loans for people participating, will eventually rise, costing the loanee more money.
