Looks like he's trying to cut his losses. Like you said no telling how many miles are really on it or even if he bought it new or used himself! I'd keep looking.
I would write him back, point out the prices you have found, the value of the flywheel you would be giving him ($100?), and then point out the fact that what he has is used. With that, I would offer him $250. That, along with the value of the FW you would give him would be 50% of the new value. I think that is a fair offer. He will probably tell you to go to hell, but it will at least help him understand his unrealistic expectations.
That would be more than I want to spend. Of course my offer was unrealistic on the low side too, but I might have gotten a bite. Funny thing is that I thought about offering him $75 the first time...
