City of Dallas told me the same when I lived over there. Now that I am out in the country, I put it out in a bowl to help control the population of strays and varmints.
Even if they said that you should do that I wouldn't.

In Ft. Worth we just let it run down the driveway thereby completing the circle of life.
If you live in DALLAS County, there is a hazardous waste disposal near Track Dog Racing (Plano Road, north of Miller Road, East side). I have taken computers, coolant, 15 gallons of old gas, paint, etc. Check their schedule before you drive over there.

It's probably not PC, but I mix it in my with used oil. Vatozone will take old oil. It will get filtered and disposed of properly with the rest of the junk when they sell it.
