I feel your pain. I had a TON of issues with my NA the last time it was inspected.
My 03 finally needed a battery this summer so I picked one up and installed it. Too bad it was AFTER my inspection sticker expired.
It took MANY late night road trips to Clark's for BBQ and to Gainesville for Taco Casa tacos, but DAMN it finally passed inspection. The ECU in the Miata is a bitch to get into a "ready" state.
Oh, and the inspection place said they changed the inspection rules. You can have only one ECU parameter showing up as "not ready" and pass. Two "not ready" states and you fail.
Sheesh.

but need to find someone who will pass me. and i dont care if i have to pay more, it expired at the end of june haha
Where are you located? What year model is your NA? (If you filled out your profile, people would not need to ask those questions.)
Why do you think it will not pass?
On the track, I am fearless.
If you were as slow as me, you wouldn't be afraid either.

need new tires,
ie. not safe.
No cat is one thing. Not having turn signals, a horn and needing new tires? Not gonna happen.
My miata had trouble at one of the local stations. They got a software update to fix a Mitsubishi issue, and now their computer won't connect with the Miata ECU, even though it did on the previous inspections.

I am having the same issue with my 01. How many miles did you have to drive to get it "ready"? 35 and 120 has not been enough so far...
Currently Miata-less... 2007 Brilliant Black NC PRHT, to replace 2006 Winning Blue NC, to replace 2002 SE, to replace 1993 LE #1322 and so on and so on...
I'snt not just the number of miles but in addition to number of cycles!?

Had the same thing happen when the dealer replaced the battery and shipped the car to Texas for me. They had to get it inspected to sell it, but because of the new battery it wouldn't pass the readiness checks. Took them a couple of days to get the correct drive cycles on the car.

I took a couple of trips from Lewisville to Gainesville for Taco Casa tacos.... and to Tioga for BBQ to finally get the car down to 1 "not ready" state.
