It sounds like your rack and pinion is leaking. I would recommend buying a rebuilt rack from your local auto parts store. I it will come with new seals, boots, and inner tie rods
While changing the oil, I found there was no power steering fluid on the dip stick and on the drivers side I could see where fluid had been leaking from behind a boot. The boot was split so I slightly opened it and fluid pored out.

Better yet,, who in the DFW, or country, can rebuild my rack and pinion? Must do quality work.
This is just my daily commute vehicle nothing supper special.

Edit: I have the p/s delete pulley/bracket too, and will offer the entire package combo if someone wants it that way. and it doesn't cost double the price of a rack.

Update,,, I have had the rack / pinion rebuilt by Texas Steering off of beach in Ft Worth for 137$ Its on the vehicle and waiting for tie rods ends.
There is one thing I am not sure of and that's a power steering hose. there is this short power steering hose... kinda like a fuel line, that I believe is the return line from the rack/pinion. I had to cut that sucker to remove the rack. Now I am searching for that hose. No parts house can find. the hose looks like its a molded.

If it is indeed the return side, you can just get some oil cooler line from the auto parts store and install. Just install it in such a way that it doesn't kink.
