Default Wire connected to block, located under intake manifold on a 1.6L?

I went to look at a '91 for sale yesterday. The car was fairly tired (especially for its relatively low miles). One of the things I noticed was a wire that connected to some sensor on the passenger side of the block underneath the intake manifold. The wire was frayed terribly and it looked like one single strand of wire was hanging on for dear life. What is that wire connected to?
