My laptop has been acting up lately... and is over run by bits and pieces of all sorts of programs that have come and gone.
Is it worth the trouble to wipe the hard drive and start over again? Or are there any better alternatives?

I've had good luck with registry cleaners back in my 95/98 days... and MS has a regclean utility that helps too... I've used it a few times on this 2k PC.
Between those and various spyware removal tools, this desktop system is still running fine... It's been upgraded from Win3.11 to 95 to 98 to 2k and had various hardware upgrades done too... Boots fast... excellent uptime (weeks between reboots and only then to install MS updates)...
Knock on wood of course... it is a Micro$oft OS after all...
If you do decide to wipe/restore, use your laptop restore CD or go download all the latest drivers for that laptop (network, video, system board chipset, etc...) and burn 'em to CD BEFORE you wipe the system. BTDT on a laptop and didn't get the T-Shirt.
