Operator error?
A couple of times the top on my '99 will not go all the way down, gets about 1/2 way and stops. It's hanging up on something.
Pull it forward try again and it will go all the way down. Any thoughts on what's going on???
Could it be a #4 issue??

That's just a piece of vinyl getting stuck in the joints. Give it a good hard shove and it'll be fine.

Yes its a #4 issue- pull the engine immediately.
Mine does this... it seems to be the glass folding into the vinyl top- as opposed to the glass folding on top of the vinyl. I also have to lift it up again to get the parts to fold together properly. Its not a big deal to me.
It is one of the braces not coming forward quick enough and getting fabric pinched in it. Unlatch the top and raise it a few inches. Hold it with your left hand and push that brace forward until it touches the other with your right. Then put the top down like normal. Mazda was doing stuff about this a few years back. I know they changed the top design to include a strap to push that brace up.
Some of the early 99's had a problem with one of the frame joints. Close it while standing beside the car and you will see where/how it's getting hung up. It will be worse in cooler weather.
Man, you must have bought a lemon! Now we know how you got it so cheap.

Mine does that all the time when it starts to get cold, during the summer I have no problem with it.
I just do like you said and raise it back forward and then back again and it goes down flat.
99 Miata Black
Mine used to do that pretty regularly. It would hang up with the glass sticking up at about a 45-degree angle. I would just push down on the glass, and the top would fold down completely.
You might think this would accelerate wear to the top, but my car still had the original top - in excellent condition without a single hole or rip - when I sold it at 8 years old with 110k miles. I did this little trick probably 1/3 of the time I folded the top down.
