Oh hell yes.
My Mom has 12 acres just north of Weatherford and I am trying to get them to put a small race track on it.
I have brought the idea up before but this time they are really taking some interest in the idea.
The way its laid out it could be a really cool smaller track with a lot of curves, and elevation changes.
Sound interesting?
It would be much cheaper thean MSR and smaller but still a lot of fun.
sort of like an autocross track but without the cones.

I will be glad to do site plan and any other architectural plans you might need.
REAL small! If it's square it's 720x720. Rectangular 500x1038 or 1320x393.
And do you know how much asphalt costs? MSR was a bit over $1M per mile.
Just getting permits, zoning issues for use, and impact statements aren't cheap. However, if were talking mom and pop, it can be done. If they own the land, it is private property. Just get an improvement permit. Liabilities might require some inspections, however. Or just state, "Drive at your own risk." As far as the grading, dozing, and general prep for site, I have over 800 hours in heavy equipment operations ranging from Snowcats, dozers, graders, and Backhoes. Can help with excavation if needed as well. Materials beyond that as far as pavement and sealers for extended use and maintenance, is pricey.
Can anyone say Dirt Track, Rally style

Go kart track?
Yep, get the big toys out.
Its more of a pretty large rectangle shape.
Also it would have to be run like an autocross track as Merv mentioned it wouldn't be worth it to make it wide enough to allow passing....you could gain some pretty decent speed though even in this small of an area with a stright in there.
I guess you would just have to see the property, it's a concave landscape.
thanks for offering the services should they decide to do it, I'll be contacting ya.
We would have to do something like a Miata day, where Miata's drive for free.
I am hoping they bite this time cause they are really wanting to do something with it, and they are also talking about buying another 10 acres behind their existing property which would be really cool.
I will let you guys know if they decide to go further with this idea.

Billy,
I'm a surveyor and can provied a topographic survey to the "designer". Is out side of the ETJ of any town, if so permits may not be necessary.
Hmm what is decent? Are we talking about your decent or my decent? I'm just curious because I don't want to offend anyone else's decent...
I hate to rain on the parade, but eventually someone will get hurt and it could lead to an ugly law suit. I also assume the site has some kind of homeowners insurance that could get included in any liability case, so the insurance provider will have a cow if they find out about this. Once the insurance provider has a cow, then you will need to use some of this land to feed the cow, which will decrease the track size and possibly make things even more dangerous because you will have a cow walking around on the track. Once someone hits the cow, then you will have the animal lovers all over you, which means you will have to buy a fire hose to drive them away. Usage of the fire hose might be in violation of a local water conservation rule, so now you have the city crawling up your a$$...
