What I don't understand is why the state has to make a law that specifically forbids using a cellphone while driving a train. Has it been okay to text message while operating a commuter train before this accident? What about napping? Reading a book? Is it necessary to pass a specific law for every possible act of carelessness that might put the lives of passengers in danger?

Guess we don't have enough laws.

And until you people get personal responsiblity through your head we'll have to have more rules and laws to tell you what you should and shouldn't be doing.
