Cliff Notes: Ebay Motor's pay schedule said or implied for years that Parts and Accessories sellers were charged an insertion fee, and then a "Transaction Service Fee" that was based on the first bid that met the reserve. In reality, they charged their Final Value Fee on this stuff like on regular Ebay. So on a $50 sale where the first bid was $10 and there was no reserve, the rules said you would be charged your insertion fee of about $.50 plus Transaction Service Fee of something like $.50 (5% of $10) for a total cost of $1, when in reality they were charging insertion fee of $.50 plus Final Value Fee $2.50 (5% of $50) for a total cost of $3.00.
