Up to a 12mm, I would say you could go to most any hardware store or automibile store. Being that you need a size that large, you may have to find a place that specializes in metric bolts or go to a machinist.

Have you tried Elliot's on Maple? My buddy went there looking for some weird metric auto bolts, and they had 'em.

    McMaster-Carr online or Fastenal.

Of course, to use McMaster-Carr you'll have to be able to type in English...
