I don't think it is as bright. The LED bulb is red and it has to go thru the red lense.
I have some experience with LEDs as I have them in my turn signals and CHMSL. Most LEDs are not as bright. They also have a more direct light where as incandescents give of more stray light. I think the lack of brightness your seeing is partly this and partly the red LED trying to shine through the red lens.

My LED CHMSL by IL Motorsport uses clear LEDs that illuminate red and shine through a clear lens. It's a great product too as the lights are even more brilliant than the stock IMHO.

In comparison, my turn signals use eBay bought LED bulbs and while they are amber instead of red, they are not nearly bright enough and can get washed out in the bright light of the day. They were advertised to be very bright.

I wish I could find some LED bulbs that were as bright as the IL ones are but the IL is made from LEDs wired to a board. Maybe the LEDs that are in bulb socket form just aren't up to the task or aren't designed as well? I know I have a keychain LED light that will blind you.
    ...and across the line.
