More google hits for fog lights, so I guess they are fog lights! Looks like to replace you have to pull the front bumper off???
What are the lights officially called that are down below the headlights just over the airdam?
They aren't shown in the manual I got with my car...and one of them is out and I need to change it out. The headlight was easy enough, and I made sure I didn't touch the light bulb.
Sorry for being so ignorant. The manual I have is for a 1999 but I am wondering if it is for the AE.

Those are fog lights on a 99. I dont have them, but I doubt you have to remove the bumper.
There is an access panel behind the bumper that comes out.
Probably like replacing the horn on an NC. Pull back some sort of underpanel/undertray, and you'll have access to the bulb & wiring.
Just a guess, of course...
