A light blue NA with a blackhardtop with a hallet sticker? Also had a black lip and spoiler along with a black drivers side mirror.... sighted you this morning on 75 and NWHighway, thought it was jeffman in a new car at first, but it wasn't nor was it someone I recognized from kellers.

That's a Euro rear fog light. I think his is a Euro-spec car... it's also got the side repeater lights and the Euro finish panel.
