Miata won't start. No Spark. No Injector Pulse. Is the ECU Bad?

Ok so i finially got project miata back together after we filmed this show. (Miata's are half way though.)



as you can tell the clutch was totally shot. so we pulled to motor and trans to take care of that and a plethora of other things that needed doing. however when we hooked it all back up...

NOTHING.::Rant::

WTF? So it's time to start trouble shooting.

Motor Cranks and turns over just fine. But we've got no spark and no fuel on the spark plugs. Fuel pump is providing good pressure. We've got power at the fuel rail and the coil. the Main EFI Relay is good. All fuses are good. And all wires are hooked up. And the grounds for the Fuel Rail and Coil are hooked up.

CEL light does not come on. We have power to 1A on the ECU. So does this mean the ECU is out?
