NA Rear Diffuser Bumper/Ricey Skirts

Just perusing the parts on CL and came across this red '95 parts car. Unusual rear bumper and side skirts. Totally and utterly not my thing, but I bet they'd float someone's boat around here:

I think it's trying to avoid getting sawdust on its skirt...

At least the rear finish panel is still good.
