Update - My Fleabay ECU replacement fixed my EVAP code. Passed inspection today! ::Banana::
FYI - Inspection doesn't care if the VIN of the vehicle doesn't match the VIN in the ECU. As long as the vehicle VIN matches the previous inspection tag it's all good.
