No, the Mini JCW is a motor/brake package, not a suspension package. A DS JCW still comes with a "base" suspension, and can have an optional Sport suspension package or a JCW Sport suspension package. The DS car that runs locally has fundamentally the same shocks/springs/sways as a Cooper S. The only difference between that and a base Cooper suspension is the spring rates are specific to the car package (MT or auto, sunroof or no, etc.) I think there are 4 combinations of spring rates in each package, based on how the car is spec'd. I had to provide my VIN to the dealer when ordering the JCW Sport springs in order to be given the correct version of JCW Sport springs for my car. The Sport and JCW Sport sway bars are the same part number across all R56 models in 2013. Dampers are different, but I'm not certain on the distinctions. I believe they are all dimensionally identical.
So, the main difference between an HS mini and a DS mini is engine power.
