Does the spark plug have a good strong blue spark?
Does it have a primer bulb? Is it working?
Is the air filter clean? Is it on the engine or off?
I picked up a gas edger with a 3.5HP B&S motor for cheap. It had been sitting for awhile, but looks like new. The carb is mounted on top of the gas tank and sucks up the gas (no float). The thing won't stay running. I can dump some carb cleaner down its throat and it will run for a few seconds.
I just had the carb all apart and cleaned everything. Dumped out all the old gas too. Gaskets all look good as well as the diaphragm that creates the suction. Any ideas?

Air filter is like new...I can see plenty of light thru it. I've started it with and without the air filter on. New plug. No primer bulb.
most of those have a diaphram dealie in the carb that dies with age
I think they called them "pulse jet" carbs
go to any decent mower shop that sells parts, describe what it does, and get one
Home Depot probably also has them
easy to install and last one I bought (15 years ago when I fixed a neighbor's mower) was two or three bux

Is the screw that holds the air filter on while you are trying to start it?
If not, it won't start.
Another area is the needle valve and seat. If overtightened, you will not be able to control the amount of fuel richness and will need to buy a new one. Finger tight and back off 1.5 turns should get you in the general ballpark for setting the richness.

That's it Neal. I did some more digging and it is a 'Pulsa-Jet' carb. I'll get a rebuilt kit for it tomorrow. (B&S 495606)
This one doesn't have the normal long bolt thru the middle of the air filter and in to the carb. The one uses a paper filter and sits in a housing mounted on top of the carb.
I had a simillar issue with my 1964 Edger, turned out the gasket between the carb and the engine was leaking so it couldn't draw enough fuel. Fixed it an it's been running fine since.

I would keep the 1.8L. I don't think you will gain enough from the B&S engine to do the motor swap.
I had the same issue with my mower a couple of weeks ago. I sprayed carb cleaner through every little orifice I could find. On mine there is a spring against the diaphragm. Does yours have that or maybe by chance it fell out?

It's alive!Don't know what I did different. One extra thing I did was clean the breather element.
It has 2 speeds right now. Stop and WFO. Probably because of my creative placement of springs and linkage rods.
