Somebody clear me up on this... what happens when you buy a car with a salvage title? Does it have to have some kind of inspection before it's road worthy again or what?
This looks like an R-Package. I called the guy and he said that it had all the spoilers and nothing else, like no power steering. Either it's not an R-package or he does not know what he has. It's a great price, but he said that it has a salvage title.

Salvage titles are not always a bad thing, but it's important that what you pay for the car matches the fact that it has a salvage title and you understand that hidden problems could be lurking. This would be a great price for an R-Package, but not so great for a salvage title.
I'd throw a low ball offer at him. The worst that could happen is that he says no.
You should have an experienced mechanic and a body shop guy look at it. If the rebuild is done right it'll be fine but there are WAY too many ways to cut corners and slash costs when doing the repair half assed.
