In the last couple of weeks, I noticed that my seatbelt has begun to fray along the lower edge (along the lap, close to the latch, when fastened). Has this happened to anyone else? Should I be looking for a replacement belt (sooner rather than later)?

I replaced my frayed seatbelt after my car failed the track inspection for the PCA autocross school. IIRC, the Hallett track inspection form also has the inspector checking for frayed seatbelts.
I'm not sure, but I don't think that a five or six point harness is legal for the street. Somebody correct me if I'm wrong.
On the track, I am fearless.

Just to keep the cops in line if I am on the street with the 5 point on, I will put the stock belt over that for a couple of reasons.
1) keeps the light off on the dash
2) the cops can't get mad
