    Double sided foam tape.

    It will hold secure while you drill (spring clamps allow for too much squirming). If you clean the bumper and lip before applying the tape, it is easy enough to remove/reposition for fitting the lip. If you leave the tape in place after mounting, don't expect that lip to be easily removed.
