    Based on the witness accounts it sounds like it was intentional.

    Local news here in Longview stated the building housed IRS offices.
    I drive to fast to worry about my cholesterol.

    Yep... I read that there was a grouping of buildings that contained IRS, FBI, and CIA offices, and that there were IRS offices in the building that was hit. It was not clear if the building are 100% fed occupied or if there were private business in the buildings as well.
