I'm thinking it is broken.... Does it have a sight gauge by any chance?
So the Cobalt ac has stopped being ice cold. It is acting a little funny. As you start the car and drive for a little while the air is not cool at all. I had it set on recirc. When I punched it back over to fresh air it seemed like the compressor decided to kick on at that point and it blew out really cold air. Then it would go back to cool. I checked the pressure on the ac lines with a cheap gauge and it seemed high enough. I know those gauges aren't the most accurate. Any clue where to look? I know it is a bad idea to overfill the refrigerant too.

Could be overcharged, but more likely it has a problem with the compressor's clutch/pressure sensor system, which prevents it from staying engaged.

Might want to check it's not a vacuum leak or similar problem with the blend doors. Interesting it seems to work better (if only for a minute) on fresh air vs. recirc when it should be the other way around.
