Also looking at your picture you have then meter in the wrong end of the plug..... You want to check voltage going to the the fan motor.
I just found that once you break out the meter you're going to overthink a few simple things that can easily be the problem - besides checking an alternator or battery, etc.
It might also be because I don't know what box my meter is in, but I would have just used alligator clips to a fan that I know worked anyway.
had realized the meter problem right after I sent it...DOH!!!
tried it with the jumper on the diagnostic...car both on and off..
and nothing. nada..zilch.

I think you want to set the meter dial at 25-DCV. Is it OFF in the pics or at 5-DCV?
Also the polarity matters on those old meters.
Can check the meter a 9V battery does the meter even work??
The meter looks a little rough around the edges....(don't we all), but I believe it works fine. When I turn it to the Ohms...and touch the probe ends together, it shoots over to the zero. and when I tested it on a battery it did the same.
Is there a way to check if it works properly when I set it to 25-DCV?
The bottom pic is set at 25-DCV. The white dot at 12 oclock is the setting spot.

set the meter to 25-DCV..
put on battery...it went halfway across....so I am guessing that would be about 12-13...
Leave it set like that and recheck the fan's plug.
Make sure you have a good contact with the jumper. I had to mess with it a touch before I got good contact to read 12V on mine.
Polarity does count so try switching the leads if you get no voltage.
then put in fan harness closest to car....nothing happened. tried with car on and off...and with the jumper on diagnostic.
When the car was on...and i put the jumper on the diagnostic....then the meter didn't move..but i was hearing that same clicking sound from the main fuse box on passengers side.
Sounds like you need the relay. I thought you had replaced it already??
tried again..no movement on the meter
yes..i did.
the large one..(fuel inj), i did not replace.
but I read somewhere that the "main relay" could be "failed open". Does that make sense. But I cannot find a "main relay" fuse besides the one I asked about last night. And it does not look burned out.
I'm pretty sure tha one doesn't do anything for the fan.
