I can do the changes you want in photoshop elements but can't vectorize it. Sorry.
I'm trying to take a logo that is a few colors and make it only black on a white background , and then save it as a vector file in Gimp.... anyone have any experience that can help direct me as I'm not getting it to work for me.... *pulls hair out* I need to get this figured out tonight.

Thanks for the offer. The vendor I'm dealing with frustrates me. The email they sent me this time states " We require vector based artwork such*as an AI or EPS file, which is reduced*to only solid black and white: no*colors, grayscale or gradients of any*kind. PDFs are also acceptable*provided the artwork embedded is*vector based."
On the flip, I know I've submitted jpegs in the past. Grrr....

Find a new vendor. If they are a printing outfit there's no reason they can't do the conversion for you.
I was also going to say the first part should be easy but I've never done vector stuff so not sure about it. Here are a couple of free tools apparently:

Oh and also http://inkscape.org/ (which uses Potrace internally, the first one I linked). Potrace doesn't have a GUI.

I've. Played with inkscape in the past.... and been confused. Grrrr. Looks like a night of work on a project that shouldn't have been one.
In the days of yore I used snail mail artwork to this company. Technology is supposed to make life easier.....
