Back in the day we could count on halthing to keep us up to speed on these...
But...
The infamous Harbor Freight 1/2 inch torque wrenches are $9.99
17" 3/8 and 25" 1/2 breaker bars are $8.99
Their (surprisingly decent) ratchet box wrenches in a 7 piece set between 10 & 18 mm are $16.99 if you can find them...
and Gloves are $3.89 a pair

They also have some very smooth universal joints in the impact section that I have on my "good tools" shelf. They've far outlasted my expectations, and I just bought a second set of 3/8 and 1/2... Caution, though, as the first two sets I picked up had a machining problem on the 3/8 female side, so as with any cheap tools, check them carefully...
