After spending a time in Iowa, Wyoming, and Colorado over the past two months, I can guarantee you that kind of ticket would get laughed out of court anywhere with a real winter...

My tax dollars are supposed to go towards catching the bad guys stealing the cars, not to penalize soccer moms. On my property, if I want to warm up my car, leave it unlocked or accidentally leave my keys inside, then that is my risk and my perogative.
Reminds me of an incident a few years ago, when the school bus carrying my 14 year old daughter was rear-ended by another driver. Although the bus was barely even tapped, the paramedics showed up and examined her and the other passenger. A few days later, she received a bill from the City of Bedford for $500 for emergency medical treatment.
Punishing/blaming the victim is bad policy to follow when government is unable to fulfill its obligations to its citizens.
Better to give them a $100 fine to educate them than for them to get their car stolen and have insurance pay $0 because they left their keys in the car.
