This latest one is for free tax return services, including e-filing. Nice attempt to get people to give out a HUGE amount of personal information.

Filler, makes the message large enough to bypass some types of e-mail filters.
Also, since it is mostly random jibberish it is harder for spam filters to fingerprint. Spam filters will look for key words and checksums to try and identify, but different data returns different checksums so some of the
gets throught the filter.
