The rules regarding tires (and everything else) are exactly as-written in the SCCA rulebook. Most of the xpro drivers are planning to compete at Nationals and/or divisional and tour events, so expect fast drivers in well-prepped cars, and everyone will be very picky about rules.
Tire class is for vehicles that meet all rules for whatever non-ST class they run in, but choose not to run R-comps. This might make them uncompetitive in their respective open class against drivers with r-comps, or they might just want to run against a larger group rather than be in a small or one-car class.
