Maybe they enjoy the chance for peace and quiet? I know I do. I'm usually in class for about 20 minutes before it starts, and I just sit there enjoying the quiet. If I have a Words with Friends game going on, I will play that, but obviously only if it's my move. If someone I know is by me, we'll exchange a few words, but usually it's a given that everyone just wants to relax for a few minutes.
If the concept of enjoying peace and quiet is odd to you: I work from home. I have 3 animals (2 yappy little dogs, and 1 cat that likes to make a mess). So my entire day is spent listening to them bark at everything while I try to talk to customers on the phone, or the cat screaming when the puppy decides to start eating her. Or any of the three trying to jump on my lap/desk/keyboard at any given point, or jumping on the sliding screen door to go outside.
Then I have to rush off instantly to school. If I leave even 5 minutes later than usual I get stuck behind 2 trains and will be 15 minutes late for class. Then of course it's the 3 hours of class. By the time I get home it's near 10pm (10:30 on Mondays). Back to the animals. I also want to spend time with my fiance, who is a full time Masters student. But I need to sleep since my day starts fairly early - I'm not a teenager, so I can't be up all night every night aymore.
That's not accounting for the homework and studying that needs to be done at some point. Or the house work, yard work, or putting my car back together work.
I can't even imagine parents of young/new children.
So before you go around assuming all those people are dicks for not wanting to talk to you/each other, you should realize that the 20 minutes they are just sitting there just might be the only 20 minutes that they actually are able to "just" sit and be quiet.
