    Do they charge extra if you don't belong to SCCA, or will they even let you run?

    You cannot run if you are not a member of SCCA. But, they will sell you a weekend membership for $15. That fee can then be applied toward a full membership if you join. You can apply two weekend memberships ($30) toward a full membership.
